Building the Clean Energy Economy

Since taking office, President Obama and his Administration have taken unprecedented steps to build a clean energy economy in this country. You may have already read about the events and announcements across the Administration in October on this front. I wanted to highlight a few items from the last couple of weeks:

  • Helping Middle Class Families Save on Energy Bills. As part of our efforts to remove barriers standing in the way of a strong and sustainable home energy-efficiency industry, the Vice President announced several new agency initiatives that will help middle-class families save money on their energy bills.
  • Helping Farmers and Small Businesses Reduce Energy Costs. Secretary of Agriculture Tom Vilsack announced $30 million in loans and grants that will generate and save energy for our nation's farmers and rural small businesses for decades to come. The loans and grants will go to more than 500 farmers, ranchers, and rural businesses for renewable energy and energy efficiency projects across the country. In each case, the projects announced will cut energy costs by 25 to 65 percent, amounting to an estimated 2.9 million kilowatt hours of energy saved. Among other things, this funding will help replace outdated equipment, such as inefficient grain dryers, support energy production from anaerobic digesters, insulate buildings, and allow recipients to incorporate renewable energy technologies into their operations.
  • Large Scale Solar Power on Public Lands. Secretary of the Interior Ken Salazar approved a large-scale solar energy project on U.S. public lands in Nevada – a 500-megawatt facility that will provide electricity to about 150,000 homes and create 1,300 construction jobs and up to 200 permanent operation jobs. Since early October, the Secretary has approved a total of eight large-scale solar energy projects that combined will generate 3,500 megawatts to power more than 1 million homes and create 6,000 construction jobs and 700 permanent plant operations jobs.
  • Cars that Will Run on Compressed Natural Gas. Secretary of Energy Steven Chu announced an offer of a nearly $50 million conditional loan commitment that will support the development of the six-passenger MV-1, a factory-built wheelchair accessible vehicle that will run on compressed natural gas. The Vehicle Production Group estimates that the project is expected to create over 900 jobs and that it will produce approximately 22,650 vehicles per year when at full capacity.
  • Greening the Federal Supply Chain. General Services Administrator Martha Johnson and White House Council on Environmental Quality Chair Nancy Sutley recently announced a collaboration between the federal government and vendors and suppliers to create a greener and more efficient supply chain.
  • Modernizing Our Electric Grid and Powering Electric Cars. Cathy Zoi, the Assistant Secretary for Energy Efficiency and Renewable Energy at the Department of Energy, took part in a ribbon cutting at the first public curbside electric vehicle charging station here in the nation’s capital. The Department of Energy also awarded $19 million, as part of a public-private investment of more than $30 million, for five projects to increase reliability, efficiency and security of our nation’s electric grid.

Strengthening an Emerging Industry While Helping Families Save Money


Last fall, the Middle Class Task Force and the Council on Environmental Quality released a report called Recovery Through Retrofit, which identified the key barriers standing in the way of strong and sustainable home energy-efficiency industry. For the past year, we have been working with our partners across the federal government to address these barriers, and today, the Vice President announced three new initiatives that will grow this industry and help middle-class families save money on their energy bills.

First, homeowners don’t have access to clear and reliable information about their home’s energy performance and how to improve it. So today, the Department of Energy announced a program called Home Energy Score. Using a new software tool, trained contractors will be able to go through a house in an hour or less and generate a report with two critical components:

  • First, an easy to understand graphic showing where the home’s energy performance rates on a scale of 1 to 10 and how that score compares to other homes in the area. It’s like a miles-per-gallon label for your house.
  • Second, a customized list of recommended improvements, with information on how much the homeowner’s energy bill would be reduced by each change.

Homeowners armed with this information will be motivated to invest in energy upgrades. But even for motivated homeowners, there simply aren’t enough consumer-friendly financing options. That’s the second big barrier and that’s why the Department of Housing and Urban Development has created a new program called PowerSaver to connect more homeowners with affordable, federally-insured loans for home energy upgrades. This federal insurance is the key because it will draw private lenders in off the sidelines. PowerSaver loans will have interest rates as low or lower than comparable financing options, and they will be more widely available because of the added incentive for lenders.

Finally, homeowners investing in a retrofit want to be sure that the work will be done right and produce the expected savings. So the Department of Energy, the Department of Labor and other agencies worked closely with industry experts to draft a comprehensive set of workforce guidelines that are being released today. Training providers can use the guidelines to strengthen existing courses or develop new ones.

More and better training options will lead to a stronger workforce and greater consumer confidence. And more consumer confidence leads to more demand for home energy upgrades, which leads to new jobs and more savings for middle-class families.

Revitalizing American Manufacturing

Some people think our economy can run on white collar and service jobs alone, but they are wrong. We can and must make high quality products in America. We are on the verge of a new Industrial Revolution and I believe it will revolve around the greatest untapped opportunity of our time, clean energy. China and Europe see this opportunity and they are already moving aggressively to be at the forefront of it. It is time for America to get into the clean energy race and play to win -- and that is exactly what A123 Systems is doing in Michigan.

At a difficult time for America’s workers and businesses, A123 Systems is leading the way to a brighter future. It is building factories in Livonia, Romulus, and Brownstown. It has already has hired 200 local workers since last August and it expects to hire more than 3,000 people by 2012. Today marks an important milestone for A123 Systems, as they open largest lithium-ion automotive battery production facility in North America. This will help make sure the cars of the future are built right here in America.

This particular project is important because it has managed to link innovation in America to manufacturing in America, an essential connection that has been neglected in recent years.

We are – and have long been – the world leader in innovation. To give just a few examples from the last century: we created the laser, the solar cell, the transistor, and GPS technology. Historically, we’ve also been a powerhouse in manufacturing. But where are high tech products made today? They are largely manufactured in Asia.

With A123 Systems, the private sector, government and academia have all worked together to reverse that trend.

President Obama recognized that earlier today in a call he placed to the employees of A123 systems, lauding them for being the “first American factory to start high-volume production of advanced vehicle batteries.”

This is noteworthy because as he stated “just a few years ago American businesses could only make 2 percent of the world’s advanced batteries for hybrids and electric vehicles.” But thanks to the work being done at companies like A123 Systems and funding from the Recovery Act we’re poised “to get up to 40 percent of the world’s capacity” by 2015.

Instead of watching a technology be discovered here and then shipped overseas, we fought to keep it here. And we are winning.

In the weeks ahead, more American battery manufacturing plants will be coming online thanks in large part to the Recovery Act, which funded a healthy competition among 9 battery makers, 11 battery suppliers, and 10 component makers. These new factories are already driving down battery costs faster than anyone thought – which means more car sales, more jobs, and less dependence on foreign oil.

The Department of Energy has long been charged with accelerating energy innovation in America. But in this Administration, we are taking things one step further – we are making that critical link between innovation and manufacturing.

A123 Systems is a perfect example of what’s possible when the private sector, government, and academia work together.

Cleaning Up Coal

Each year energy-related carbon dioxide emissions account for more than 80 percent of greenhouse gas emissions in the United States. According to the Energy Information Association, that adds up to over 5,814 million metric tons (MMT) of carbon in 2008 alone. The Obama administration recognizes that this is not sustainable and that’s why we’ve actively sought to not only drive innovation in the renewable energy sector but also curb the emissions produced by fossil fuels such as coal, petroleum and natural gas through the development of carbon capture and storage (CCS) technologies.

In February 2010, President Obama went so far as to issue a challenge to the federal government: come up with a plan to achieve widespread, cost-effective deployment of carbon capture and storage within 10 years, with a goal of bringing five to 10 commercial demonstration projects online by 2016. This was accompanied by the creation of an Interagency Task Force on Carbon Capture and Storage, co-chaired by the U.S. Environmental Protection Agency (EPA) and the Department of Energy (DOE), which yesterday delivered a series of recommendations to the President.

Their findings, which reflect input from 14 federal agencies and departments as well as hundreds of stakeholders and CCS experts, state that CCS is viable, concluding that there are no insurmountable technical, legal, institutional, or other barriers to the deployment of CCS technology. The report also concludes that CCS can play an important role in domestic greenhouse gas (GHG) emissions reductions while preserving the option of using coal and other abundant domestic fossil energy resources.

They also noted that widespread cost-effective deployment of CCS will occur only if the technology is commercially available at economically competitive prices and we have supportive national policy frameworks, such as a cap on carbon. Already, the United States has made the largest government investment in carbon capture and storage of any nation in history and these investments are being matched by private capital. The Department of Energy is currently pursuing multiple demonstration projects using close to $4 billion in federal funds, matched by more than $7 billion in private investments, which will begin to pave the way for widespread deployment of advanced CCS technologies within a decade.

In fact just this week, Secretary Chu announced the selection of 15 projects to develop technologies aimed at safely and economically storing carbon dioxide in geologic formations. Funded with $21.3 million over three years, the 15 projects will complement existing DOE initiatives to help develop the technology and infrastructure to implement large-scale CO2 storage in different geologic formations across the Nation.

This announcement, in tandem with the Task Force’s set of recommendations, marks an important milestone in our efforts to mitigate the growing atmospheric CO2 emissions from human sources. These actions bring us one step closer to achieving a cleaner, greener economy.

New Report: 74% of Oil in BP Deepwater Horizon Oil Spill has been Contained or Mitigated

Today, a panel of government scientists released a report which said that the vast majority of the oil from the Deepwater Horizon oil spill has either evaporated or been burned, skimmed, recovered from the wellhead or dispersed much of which is in the process of being degraded. A significant amount of this is the direct result of the federal government’s aggressive response to the spill.

These interagency findings were generated using a scientific tool called the Oil Budget Calculator, which employs a combination of direct measurements and the best scientific estimates available. The calculator is based on 4.9 million barrels of oil released into the Gulf, the government’s latest estimates of the flow rate from Monday. More than 25 of the best government and independent scientists contributed to or reviewed the calculator and its calculation methods. Scientists from the National Oceanic and Atmospheric Administration (NOAA), the Environmental Protection Agency (EPA) and the Department of Energy (DOE), as well as academic scientists are continuing to work to refine these calculations.
While we welcome the news contained in this report, we continue to be extremely concerned about what this oil spill means for the health of the Gulf ecosystem and the millions of people who depend on the Gulf for their livelihoods and enjoyment. To that end, our response effort will continue until the well is killed, the oil is cleaned up and until all of the people are made whole again.
